General information on the use and management of infrastructure and services

Safe use of infrastructure and services

S.A.V. S.p.A. manages the motorway section of the A5 from Quincinetto to Aosta Ovest on the international route to France and the Raccordo (junction) between the A5 and the S.S. 27 Gran San Bernardo on the international route to Switzerland, for a total 67.4 kilometres.

The infrastructure is accessed either from the motorway stations managed by S.A.V. S.p.A. or from those of the other interconnected Concessionaires, enabling users to cross stretches of motorway operated by different companies in a continuous manner, with a single payment at the destination.

Motorway tolls can be collected using the “closed” or “semi-closed” toll collection systems; for more specific information see the Toll Info section of the website.

Along the infrastructure, the roadway is composed as follows:

  • on the A5 Quincinetto-Aosta section, two separate carriageways (one in each direction), each with two travel lanes and one emergency lane, with Service Areas, Parking Areas and lay-bys along the route;
  • on the A5 Aosta-Aosta Ovest/Saint Pierre section, two separate carriageways (one in each direction), each with two travel lanes, with Parking Areas and frequent emergency lay-bys along the route;
  • on the Raccordo A5-S.S. 27 Gran San Bernardo: single carriageway with two lanes on the A5-S.S. 27 and one lane on the S.S. 27-A5, with frequent emergency lay-bys.

The carriageway refers to the portion of the road with all vehicles flowing in the same direction; it consists of one or more lanes and has boundary markings (horizontal signage); the lane is the longitudinal section of the carriageway along which vehicles transit.

The emergency lane and lay-bys on the motorway are not intended for vehicle transit, but should be used solely and exclusively to deal with emergencies: they are located on the right-hand side of the carriageway and, in case of absolute necessity, allow vehicles to stop safely without endangering their own and others’ safety. Prolonged parking is not permitted in these areas, nor may users leave their vehicle there for a long time.

If it is absolutely necessary to stop in the emergency lane or at a lay-by, it is compulsory to wear an orange reflective jacket before getting out of the vehicle, so as to be clearly visible to all motorists. As they are dedicated to emergency situations, the emergency lane and lay-bys must not and cannot be used for resting and/or sleeping: if users need to rest or take a break from driving, they can use one of the 14 equipped service and parking areas along the motorway.

Those who fail to comply with these provisions are at risk of a penalty under the Italian Highway Code.

Pedestrians and animals (suitably supervised) may only circulate in the service and parking areas. The emergency lane may only be used, while wearing the required orange reflective jacket, to walk to the SOS telephones to make any necessary requests for assistance and/or rescue. SOS telephones, which allow a request for assistance for mechanical rescue, medical aid, fire alarm or general assistance, are located:

  • within the parking areas;
  • at the right-hand edge of the lay-bys;
  • at the right-hand edge of the emergency lane, spaced approximately 2km apart.

Along the A5 Quincinetto-Aosta motorway, the maximum speed limit under normal conditions is generally 130 km/h (110 km/h in case of rain); in some sections and in tunnels the maximum speed limit is lower and clearly indicated along the route by the appropriate vertical signs.

Along the Raccordo A5-S.S. 27 G. S. Bernardo, the maximum speed limit under normal conditions is 80 km/h.

Motorway traffic is restricted to certain categories of vehicles only. Article 175 of the Italian Highway Code identifies permitted and excluded vehicles. Driving a vehicle that is not allowed on the motorway is punishable in accordance with the Italian Highway Code.

Appropriate conduct while driving on motorways is regulated by Article 176 of the Italian Highway Code.

Service Charter

S.A.V. S.p.A. has adopted a Service Charter as a tool for transparency towards users and in the belief that it will be an opportunity for internal growth and valuable external communication. The Charter can be downloaded from the Service Charter section or is available in hard copy at the Nus Services Centre, as well as at the toll lanes manned by an operator. It contains information on the basic principles and services of the concessionaire, as well as policies and quality management, user protections and a handbook containing useful numbers and contact details. ​

The Charter, as better specified in the Suggestions / Complaints section, also includes the circumstances and methods of toll reimbursement and payment of compensation, as well as information channels for up-to-date information on traffic and road conditions.

Worksite Management Criteria

The roadwork sites and related work areas that affect the Company’s motorway section result from the need to ensure and maintain the functional and structural characteristics of the motorway assets over time, as well as to adapt them to changes in sector regulations and technology requirements.

When planning motorway roadworks, also in compliance with prefectural and granting Ministry regulations, an attempt is always made to limit carriageway restrictions during the high tourist seasons, i.e. during the ski season (from early December to late March), near spring long weekends (Easter, 25 April and 1 May) and during August. Some work (particularly resurfacing and road markings) can only be carried out during periods of the year when there are favourable weather conditions and milder temperatures. Planning also provides for the removal of all roadwork sites at weekends.

Except for emergencies, roadwork sites are therefore planned, as far as possible, to keep delays and queues to a minimum.

In order to reduce any disruptions to traffic, the most disruptive roadworks, those involving route and/or junction or service area closures, tend to be scheduled at night wherever possible.

The A5 Quincinetto-Aosta Ovest is characterised by both commercial and tourist traffic, including international traffic, with increases in tourism especially on weekends and holidays in the summer and winter months.

Therefore, during these periods and on the occasion of events and/or trade fairs, if possible, the higher expected traffic volumes are taken into account when planning roadwork sites.

These decisions, gained from years of experience in infrastructure management, are all supported by the Company’s traffic data monitoring history.

Categories of disruptive events

The categories of events that could generate traffic disruptions and/or dangerous situations are the following:

  • Obstacle in the lane
  • Flooding
  • Fire
  • Accident
  • Mechanical Rescue Service
  • Delays/Queues

 

Emergency management protocols

For emergency management (accidents, other traffic disruptions, winter operations, etc.), the Company adopts specific intervention procedures that set out in detail the actions to be taken by the various parties.

These procedures, specially drafted and updated also on the basis of previous events, include:

  • Operating procedure for the management of traffic disruptions: The document provides a concise description of the route managed by the Company and an operating procedure including traffic regulation measures for the management of traffic disruptions.
  • Plan for the management of winter operations: The document provides an operating procedure for the management of traffic and winter emergencies.
  • Main Road Network Plan: The document, which was drawn up by several authorities, plans the actions to be taken in the event of disruptions, caused by accidents, weather or hydrogeological events, roadblocks, etc., to significant sections of the region’s main road network.
  • Emergency Management Procedure: The document governs the management of any emergencies that occur on motorways in order to reduce risks to users and company staff and to ensure the operational continuity of the infrastructure.

With reference to the above table, the results for 2024 are in line with the expected standards and it is the Company’s goal to maintain compliance with these standards in 2025.

The quality indicators, as better explained in the Service Charter, comply with the provisions of Directive no. 102 of 19/02/2009 issued by the Italian Ministry for Infrastructure and Transport. Discussions are still ongoing with the Grantor to define the indicators in accordance with the ART tariff system.
